Okay I have a 1996 civic dx and to even go anywhere it feels like I have to put it all the way to the floor. It also feels as hard as a freaking rock. Anything I can do to fix this?

My 2002 is the same... try following the throttle cable to see if it has any acward angles or obstructions interfering with it!
