'96-'98 Civic CD players do not have a security code. The '99-'00 Civic CD players do though.
When you plug in a '99-'00 CD player and do not enter the code the CD player will not work. Nothing will work on it. It will flash a code if I remember correctly. Go to Honda and get the code for it. Remove the deck and get the numbers off the rear in order to get the code from Honda.
