the cluster must just be broken, it should be plug and play

yea it plug and plays with eg and dc obd1 only. Any other cluster obd2 must cut n splice or make a plug n play harness for the vehicle

Incorrect info.
94-01 Integra clusters DO NOT plug n play. They need to be cut and spliced in, just like any other cluster.
ONLY 92-95 clusters plug n play into 92-95 Civics'.

Find another 92-95 Civic Vx, Lx, Ex or Si cluster, they all have the tachometer and will all plug n play into any 92-95 Civic.

92-95 is all plug and play, you have a bad cluster..
