t3 t4 turbo help plz

i just bought a kit with a t3 t4 turbonetics turbo on ebay. The seller said the turbo had been in storage for a year and a half and says that he put a stronger bearing in it last year. There is no shaft play, but the does not turn freely. It spins, but only for like 1/2 a second and then stops. Does this mean the turbo is no good or does it have to do with the fact that he just put a new bearing in?

I would really appreciate the help im putting the turbo in tommorow.

Have you tried pouring some oil through the oil ports? If not then do that and turn the shaft at the same time, try to get center cartridge good and lubricated then you should be good to go.

if its a used turbo its just the leftover oil slowing the turbine down

should be ok if its not making shearing noises and has no shaft play..
