Tail, cluster, gauge, running lights out

I have a 94 Civic Hatch, and the cluster lights, my gauge lights, running lights and tail lights are out. I replaced fuse 19 and nothing changed, so I checked all my lights and none of them are out. I checked fuse 19 for power and I got nothing on either side, so now what? I know pretty much nothing about electrical, so any help is appreciated

Did you voltage test dash fuse #19 with the light switch ON? If so:

Test 40A hood fuse #40 and, if it's fine and has battery voltage on both sides, then test the light switch on the steering column.

I voltage checked the fuse under my hood, its good. My headlights still work, so I didnt think it was that fuse. If my combination switch is messed up it has to just be the first click, because like I said my headlights work. This started a few days ago, and there would be a 10 second or so delay and everything would turn on (cluster, guage, running, tail lights) and then the next day it was like 30 seconds, and then now it doesnt turn on at all.
