timing d15b7 issues

ok so my timing is off 1tooth and every time i try and fix the timing i cant get the marks lined up on the crank and the cam.how can i get my marks lined up i put my crank to tdc on compression stroke and re adjust the cam timing marks and every time i put the belt on the timing is off still. can this be caused by worn belt and bad tensioner. please help. ive never had this problem on my old b16a motor

Are you lining up the cam with the top of the head, out the pointer on the cover behind the cam gear? You're supposed to line it up with the top of the head. It'll look like it's off if you look at the pointer on the cover, but it's not.

Did that make any sense? I dunno how else to word it.

I vote replace the belt and tensioner then, how's the return spring look?
