I've bought used tires- 195/70/r14 to replace 185/65/r14 on my 1996 Honda Civic;Will they fit?

They will fit, but your speed will actually read a bit under the speed that you are actually going.
Sorry I was in a hurry when I posted earlier. I also wanted to let you know that they will fit, as long as your car isn't lowered any further than like 1.5". The bigger sidewall will give you a lot more chances of rubbing your front plastic wheel wells/fenders. Also note that your car might gain a "truck 4x4" look when you put bigger sidewall tire on it.
