Transmission Surges

I drive my parents' 98 civic with automatic for a week a year. Between each shift of the transmission, the motor revs up before it settles into the new gear. It then pulls just fine. Is this normal behavior for middle aged civics, or is something going wrong? Ours has about 85,000 miles. Searching threads here not much help: I get almost no options or 250.

Have you checked the fluid level? Is it still pink/red or is it burnt?
