noob question. my brother bought a used turbo kit off ebay about a year ago and the guy never sent the full kit so my brother was never able to put it on his car. well today i remember it and went to check it out and the turbo is a tdo4 garret and i noticed that the turbine was not spining freely do you no if it just needs oil or somthing like a bolt to be loosen?
