So I own a 94 civic and I was wondering what are some good engine modifications I can do do get some extra hp other than a engine swap or turbo?

That is an extremely vague question that has hundreds of answers if you use the search function and browse through the 92-95 section. Any option you could realistically considered has been covered... ALOT.

Here we go again...to considerably see any real engine performance gains (subjectively) on most 4 cylinder cars (or most cars for that matter), you will need to consider expensive modifications (e.g. stroker kits, engine swaps, turbos, supercharger, NO2).

To be clear, intakes, headers, exhaust, high-flow cats and cams (to name a few), are only capable of allowing an engine to "breathe" better, meaning, you're not adding HP, you're just helping the engine release it's power.

Which effectively generates additional HP.

But to answer the OP's question. To generate the best HP to dollar ratio your anemic little 1.5/1.6 single cam is going to require forced induction. But first your motor is probobly high mileage and would need a refresh. So first thing first is to perform a compression test. If the figures are high and standard across all four cylinders then go and slap on a turbo kit and call it day.
