What center arm - shifter - under (stock) radio console is this? this one is in a 5th gen hatch

That's the JDM/OE center console unit. I don't know the history behind it, but most JDM sites sell it (just the piece that replaces cupholder) and the arm rest comes from EX coupes and stuff doesn't it?
You can find the center console on many websites, or they re-sell them through Honda Dealerships. I got quoted by a Honda Dealership that it was going to be somewhere around $350 though, which is a RIP OFF.. when jdmland.com has black and grey versions for like 150 each.
They're nice though. I had the choice to get the armrest, I didn't want it, but I've seen people re-upholster it red and stuff. The double-DIN radio slots are handy. I have the coin pocket in top, radio in bottom and open slot under it.

yeah the armrest isn't stock fifth gen.
You can duplicate it pretty easy with a piece of seat cloth from the good part of a wrecking yard seat, a small square of foam rubber, and a staple gun with some short staples or glue. The rest of the center console with the e-brake and shifter is like a stock sedan's except the cheesy useless cupholders are covered by that cool center of the dash console.
