Looks like coolant temp sensor, is it by the thermostat housing?

No it's in back by rear motor mount and firewall

For the longest time I had a connection like that under the hood of my 3G eclipse, I thought maybe it went to the AC compressor or something (yeah it was just dangling, like yours). But I never had any issues, so I left it.

And I'm assuming, because of the quick response from the OP, that even though it's 3 months late, he still hasn't found an answer. (I want to know what every wire, plug, bolt or nut does on my car as well, even if I don't currently have any issues.)
