I know that bunch of my 5th gen buddies have mounted their ballasts right behind the front support bar. Seems fine to mount them there. Not much rain or water can get there since it's right behind the front bumper.

That's where I mounted mine for my 6th gen. I'm pretty sure you can do that in the 5th gens. as well.
