Wipers Have Mind of Their Own -- Troublshoot

Okay, so Honda charges $115 an hour to trace an electrical issue. And, this one is killing me. I've already spent over $500 replacing stuff. Car was purchased 4 months ago. It's a 1998 Honda Civic EX Coupe. Engine is stellar -- less than 100K. So, the wipers come on randomly but usually in relation to something else.... ie, turn on the lights and sometimes the wipers come on. Put on the cruise and the wipers sometimes come on. Blinkers -- same. This is intermittent. Sometimes it does it and sometimes not. Sometimes one swip -- sometimes they stay on forever. I was fixin to purchase the wiper stalk and the blinker stalk but in researching, I see that they both plug in to a wiring harness.... Could the problem be in the wiring harness rather then either of the stalks? Since the blinkers and wipers are opposite stalks and the cruise isn't even on a stalk ..... it has to be something interconnecting all the wires. WHAT DO WE WANT TO START WITH? Should I just pull the steering wheel and put in new harness (is that even possible) and new stalks and check the wiring for a short? WHAT PARTS DO I WANT TO PURCHASE (from ebay)?

When the wipers turn on and stay on when they should not, is it the high, low, or intermittent function that runs?
