would this alarm work?

Its not an alarm but I know newer cars use an ignition system that requires the key to have a chip in it and be near/in the car when it is started. I dont know if they make this for older cars but would it be possible to take one off a newer car and wire the ignition for the civic?

Don't know if anyone has done that. I suppose it would be possible if you used a newer lock cylinder, key and immobilizer unit....but wiring it up might prove difficult.

I worked on a ford escort (03-04 model i think) about 4 years ago that had an aftermarket system in it that worked similar to what you are saying.

It had a sensor mounted behind the plastic panel below the steering wheel. In order to start the car, you had to wave the special key ring that come with it up to that exact spot and it would beep. Then turn the key.

Im sure u could put the sensor anywhere u like tho.

But i have no idea what the system was called.
