Rev limiter depending on throttle?

I seem to have some weird problems. I just reburned my ECU because the car would idle at 500rpms and then when I put my foot on the gas it would stall. Now it idles decently anywhere from 1000-1800 seemingly random (but driveable). Now my problem is that when I drive it, it almost feels like the boost is holding me back. When the turbo starts to spool the car slows down a bit. If I use maybe 10% throttle it will drive fine and rev to 5k (highest I've gone since it's untuned). But if I put my foot down, it hits a rev limiter at 3700 or so. I do have launch control enabled and it was set at 3700 but I've since changed it to 3000 with no difference. Will putting too much fuel into the engine do this?

Also my check engine light is on but when I jump the connector the light just stays on and never gives me a code.

Any ideas?

Turned out it was running in limp mode. Runs better now that I reburned the chip with a different map.

i had that same problem when i was getting a CEL for EACV, code 14.

edit: it's fixed but now I have an idle that starts at 1k and revs up to 3k and then back down and repeats. I probably just don't have something set right but I'll let my tuner deal with that when I get it tuned. It's not running right now anyways.

Yea I thought about that too but when I unplug my IACV it idles at 1500 all the time.

it could be that, vacuum leak or your fast idle valve. the fast idle valve is in your throttle body, its one of the holes on the side, one goes to your iacv and the other goes to the fast idle. im not sure if it is called a fast idle but if you put your finger over one of the holes and your car dies or just about dies then its good, as per what i've been told.

to answer your original question, too much fuel will act as a rev limiter except your just dumping to much fuel in the cylinders inwhich doesn't allow your plugs to ignite.
