i found out why theres no many garden apartments in chicago.
they had to raise the street levels so they could have a gravity fed
sewer system. and 1st floors became basements(garden apartments)
and the 2nd floor became the first floor.

i thought they were called "garden apartments" because when you look out the window all you see are weeds, grass and ankles... HA!
