He's saying it's dangerous probably because they WRAP around his neck, not his shoulders.

I've always seen them mounted to a bar, or to a reinforced area in the car.

Usually the car is mounted in place, with reinforcement, then the belts are wrapped around the support bar.

Also, if a harness isn't mounted right, it can actually cause damage to you're organ in high G situations.
