This may have been asked before but has anybody heard of the JDM t3/t4 turbo kit for and 99 EX. They got them on ebay for $900. just wondering if there any good

Ebay turbo is trash. Their kits are a hit and miss type of kits. If you miss, you'll waste 900bucks.
With 900bucks, gather up parts and build a turbo kit yourself. at least you'll know the parts you got are quaility parts [ unless of course u still went and got crappy parts ]

I love the abuse of the JDM name... If it isnt a part from JAPAN, ITS NOT JDM! including ching chang peice of s**t turbos from china!
OP: the Ebay turbo kit has been answered thousands and thousands of times.. everything about them will have to be replaced either when it hits the dyno or a week or month following.
Fast / Reliable / Cheap << pick 2 and the 3rd is what its not!
