if you bought the car like it is then the first thing i would do is take it to the local dyno shop and put a sniffer in its butt. if it's running fine then leave it the hell alone
if it's not running fine, you need to figure out what the ecu was tuned with (which software) then find a shop that is capable of tuning the same software. let them do a preliminary assessment of what the motor needs to get it running right. the stock ls should be capable of handling 10psi on most mild-moderate sized turbos. like ^^ said, the weak link on a ls block are the rods, so i don't suggest trying to make more than 220-240whp without doing some reinforcing on the motor internals, like rod bolts at the least.
as for fuel delivery, the stock civic pump is good for about 300whp (i'm personally using stock pump making ~280whp), but the injectors will be a weak link. you need at least 440cc, but bigger is actually better. you don't want to push over 80% capacity on your injectors, so i suggest going bigger. i use rc 650cc
