that's the first thing I thought of when I saw the title
and to the OP, vtec doesn't kick in until about 6200 RPM's depending on what ECU you have.
I have a b16 with a JDM P30, my vtec hits at 5800 RPM. so get your car up there, and just for the purpose of making sure it works, don't have the radio on, and you should hear your car "open up" a bit more when vtec cracks. Mine is pretty noticeable so you shouldn't have any problem figuring out if your is working or not.
Also, is your car throwing the code that means vtec isn't working? when I did my swap I left vtec disconnected to see what it felt like without it, and your "check engine" light will be on if it's not connected or not working.

OP: Unless you have an EX or Si model, you don't have VTEC (unless you swapped your motor)

OP your car will sound different, the throttle (gas pedal) should have a different feel due to an extra intake opening, if you rev it up and it doesn't kick in you won't be able to hit your redline either, the car will not rev all the way up on 3 ports.

The gas pedal doesn't feel any different after the VTEC crossover, and you can still redline a non vtec car. And what do you mean "on 3 ports"??? If by this you mean valves, unless it has VTEC-E, it ALWAYS runs on 4 valves. The biggest difference after the vtec crossover is that the car goes from "vroom" to "vrooooooooooommmmmm".
