I think it would be more effective to put that banner below the "Submit New Thread" button as well. Some people may not notice it above the message box. You're more than likely to look below the "Submit New Thread" button than look above the message box for something like that.

I think it's a good location on where it's at, gets your attention since it's right above where you enter the title, and not below the Submit New Thread where alot of people will just scroll down and click on it.
