Budget
-$2,000-$2,500

Goal
- Around 220-250whp

Plan
-Piston/Rod
Vitara/Eagle rods
-Bore to 76mm?
-stock rebuild y8 head(finished/installed)

Turbo Setup
-should i just buy the turbo kit?
suggestions?
-Piece out the parts?
what parts i should not cheap on?

Please provide me any useful advice,suggestion, working links ect.

The plan looks good!

I wouldn't buy a turbo kit, altough $2,500 is a pretty decent budget it's still a lot less than a "good" turbo kit will cost you. Look for used parts on local forums/craigslist. Don't cheap out on a turbo itself, wastegate, blow off valve, manifold and the TUNE. You can get intercooler and piping used or from ebay though. 250whp is a good point to start with, you'll probably want even more after a while though, so I would suggest getting injectors that wont choke if you want to turn the boost up. 440cc would be the minimum but if I was you I'd get around 550cc+.

in all honesty, a turbo kit would probably be sufficient for u for a first time turbo guy.

later when u want to swap and want more power, which i will, u can piece one together..

personally, u cant lose with fullrace kits imo.

Every build has it's budget, and this happens to be quite a reasonable one for his goals. If you did not "do a turbo car on a budget!!!!!!!", then 75% of the boosted Civics on here would be stock.

OP, I don't think you're going to be able to squeeze it in buying a kit, though. That Go Auto Works kit is the best deal you'll find for a complete kit, and it's $2000 by itself.

Turbo Kit - $2000
Vitara Pistons/Eagle Rods - ~$600
Tune - ~$300-400

Total: ~$3000.

It's not a question of whether or not you'll have to piece together your build. To reach 250 WHP reliably with $2500, you will have to piece together your own kit (recommended) or buy a complete used kit (not recommended). That's all there is to it.

For reference, here's a list I threw together one time, since I am also planning for boost. I didn't include the piston/rod combo, so throw that on top.

Such as? The first column is for parts to make the build as reliable as you can get. The second priority column is for things that you don't really need, but are good/nice to have.

The most reliable you're going to get is with buying a kit. (etc., greddy, edelbrock, goautoworks.)

False. Looking at these kits, they don't include many parts that increase the reliability of the build, such as (not including common maintenance that should be done before boosting):

Catch can
Turbo timer
Colder spark plugs
Clutch
ARP head studs
Oil cooler with thermostatic bypass valve

I'm not saying that if you don't include these that your car will blow up (nor saying it won't either), but these items WILL increase the reliability of your turbo Honda, and do not come in these common kits.

yu from the big island? maui? you can ship your car using DHX, i work for them. we have a terminal on every island. strap you car in a container, but its not cheap. honestly i think yu might be dissapointed if yu get to oahu. alot of shops have changed owners or shut down ever since the track went down. few places i kno are left is titan motorsports, hi-pace, munky worx(have the only dyno on the island i think), and wicked machine racing(i think their still around). ive done a b18c swap to my car, deciding to turbo and trying to read up on how to diy tune. times like this i wish i lived in cali, but good luck on your build brada!! if i ever come across to do my tuning ill let you kno...
