Brake lights not working. Help!

My girl has a 94 accord. I noticed to tonight while following her that when she brakes the only light that brightens is her rear window light. Her brake lights light up when her headlights are on but don't brighten. I checked the bulbs and fuse. I'm stumped on ideas and really need to get this fixed asap. Any ideas???
Mods: this is the best section I could find. If ya need to move it go ahead.

Just checked the bulbs. They're right and both filements are in tact.

Just checked the bulbs. They're right and both filements are in tact.
One filament is for the brake light and one for the taillight. Use a test light to see whether the brake light power wire at the socket gets voltage with the brake pedal pushed. If so, you have ground wire problem. If not, the power wire has an open/break somewhere.
