d16z6 breaking up very bad.

I have a d16z6 in a 93 civic hatch running a p28 ecu

Heres my issue

Anywhere below 3000rpms the car breaks up terribly, starting from a light is almost impossible full throttle. I tried doing the ignition timing tonight with a brand new distributor, with the distributor turned all way towards the back of the car, it idles great at 800+ rpms, but mashing the throttle in neutral makes it break up and pop. The car above 3k at WOT is fine and doesn't break up, but it DOES break up in all rpms at half throttle. Input? With the IGN timing all the way back, the 3 marks on the crank ALMOST line up with the timing marks but there still a little bit off. What should the timing light be set at degrees wise. The adjustment range is from 0-65.

What exhaust cuz sometimes you need back pressure, could be plugs and wires, fuel pump or filter

During closed loop you're motor runs fine...it's time for breakfast tho

I was just thinkin thats the problem I had in my old Nissan I didnt have any torque after I broke off my exhaust
