96 Civic DX H/B. exhaust coversion from stock to ex + new exhaust

hey, im fairly new with civics, only had mine like 2 months since i totalled my 2003 mitsubishi eclipse. i have the stock d16y7 and atm i dont have money for an engine swap or anything, but i still love working on my car and want to start another project. my stock headers r rusted and cracked and need to b replaced. i was thinking about putting in megan racing 4-2-1 headers - cat - megan racing drift spec cat back exhaust, my question is what could i use as a cat in california? should i just get a high flow aftermarket cat or would a cat from say a 96-00 civic ex work since engines r so similar? id really appreciate input

ok? i put a universal cat on my car and it runs fine no check engine lights. unless CA is a whole different story...
