Have you tried spraying some silicone lubricant into the rubber side channels for the glass?

Pull the door panel off and check whether the window glass alignment is off or the window regulator is bad.

base on your desctripion:

motor is fine.

window regulator may be defective

The window may be off its track.

Open your door and look inside. If its off the track, fix it and your done.
If not, then you need a new window regulator.

As mention above, spray silicone. sometimes the window gets rough going up and starts going up at an anlgle, thus going off the track. keep it lubed up and it will avoid this issue. Its also common for civics window regulator to get busted.

If the window is not off the track and its stuck, its the window regulator that is bad. You cant fix it, the middle mechanism is worn out or busted. Its a common issue, you have no choice but to buy a new one or used one.

I'd be motivated ASAP to fix a stuck open window during a cold winter like this one.

Sounds more like a bad window regulator. Scout some junk yards for a cheap replacement (when it warms up a bit) or buy a new one.

I got two from a junkyard for my sedan & I got them both for $60 with motors, of course I pulled them myself to save some $$, it's a bad regulator, same issues with my driver door before I replaced it.

I'll second the silicone spray suggestion; after buying shin-etsu grease like I was told, the window kept getting stuck on one side until the regulator took a s**t. I was left with a messed up window track and regulator.

On the bright side, I found a regulator for $30 at a junk yard and the silicone spray was only 3 dollars at NAPA. Its not too complected to get the regulator out and the new one back in and adjusted correctly, but you'll be working at it for 30minutes to an hour depending on how fast you work. Just make sure the window is in track and all the way up before you adjust the bolts for the top stabilizer first, other wise it'll go down at an angle and get stuck again.

On mine one window regulator/motor wasn't even in the rear door, a 2x4 was holding up the glass, this is when I first got the car.
