91 Civic front shoulder belt - supposed to catch?

Does anyone know if the shoulder belt on a 91 civic is supposed to "catch"? (I mean: ya know where you pull it fast and it stops - kinda like what you think it should do in an accident)

A dealer said the shoulder belt wasn't designed to catch; the lap belt does and that's enough the repair guy said.

Anyone know the deal? Is it actually designed not to catch and is that safe?

That's BS....Honda offers a lifetime warranty on seat belts....Take it to the dealer...They will fix it at no cost...
