Need elp please d15b vtec dosent work

Hi i have a 1993 honda ballade south africa model i dropt in a d15b vtec single silinoid and i had a dictator feul management sutym instaled so silinoid dosent run trough the ecu i have taken of the silinoid and cleaned the screens and it cicks on 45oo rpm but stil no vtec i was wondering if something in the head isnt block so that the oil cant go were it is sepose to go can anyone tell me were do i need to start to fined the problem i have surch and surch but no luck
