95 Civic DX misfire? or is it something else?

Hi my husband got a 95 Civic DX Coupe (Manual) and lately it has some issues while driving. We could be driving and want to speed up and it wont do it, it feels like losing a bit power (stutter?), but as soon as you get of the gas and push it again it will speed up. or Sitting on a stop light and want to get going its not getting enough power to accelerate.
I think it might be the plugs, but those got changed last year (when he changed them, one of the old ones had a bit of oil on them). Could it be that there is oil leaking to the plugs? How can he fix it?

And also start with a full tune up - plugs, wires, cap, rotor, fuel filter, ignition timing.

No CELs I think; i drive his car rarely, lol.
Fuelfilter got changed in 2010 since it was still the original one in it or it was a pretty old one. Don't know, a friend of ours changed that. It has a new starter (installed 2010) in it, since that was cracked. plugs got changed in 2011 (NGK, is what he put in). Car was running fine it just started recently.
He hopes the car dies cause he wants a newer one, but the Civic was so loyal to us in the 5 years we had it.
And I don't want a other car i like the Civic and it is enough for him to drive it back and forth to and from work.

Do a tune up --> plugs, wires, cap, rotor, fuel filter, ignition timing

Does the CEL remain on while driving?

If you turn the key from OFF to ON(II), does the CEL turn on and then off after 2 seconds?

And your starter has nothing to do with how your car runs...
