little things help

boost is the main thing to do to gain a lot of HP but there are also little things too that even though aren't that noticeable actually can help you gain little bits of hp here and there. like here's an example, things that rotate while the engine is running like the distributor, cam gears, pullys, ect. if replaced with lighter material parts parts can give extra hp. so that's one small way to make sure u maximize all the hp potential because i know a lot of people forget about things like that. and of course boost the engine.

Pulleys and dizzys aren't going to do anything. All your distributor does is transfer current to your wires and plugs. Cam gears won't do anything but look pretty and give you the ability to adjust your timing. Those components don't effect weight whatsoever. I'm not sure where you're getting this information.
It's going to be higher lift cams that will give you more power by allowing more air to enter the cylinder. A valvetrain being able to support the higher lift cam. A higher compression piston (or stock or lower if you're going to do a boost setup) is going to make more power for obvious reasons. Just make sure you have a tune and a fuel trim that will prevent detonation. And of course upgrading rod bolts/sleeves/etc to support the compression that the engine is having to deal with (depending on how much power you're running). Also things like exhaust and intake modifications will help the engine breathe. The better it can breathe, the more efficient the motor is.

well i know everything else that will help with hp and i race sprint cars i know about weaight saving and rotating parts. its the same reason we arent allowed to run a brass shaft distributor because its lighter and gives an extra .5 to1 hp to the engine.

depending how much money you throw into it, ive seen some 220Hp N/A D16's

its expensive... i had one that was pretty quick, and it was a mild N/A build

I think, and a lot of people can agree, a boosted D series is wayy more cost effective than doing N/A.

I can't even begin to think about how many times this topic has been brought up....
