99 honda civic ex and 89 acura integra

I'm very very new to honda/acuras. Not to mention the fact, that will become glaringly obvious in a moment, I'm a dumbs***. I know this. I've procrastinated on projects I shouldn't have. I needed my project money for bills and whatnot Or perhaps this is just the way it all had to play out.

Here is my problem. I have 2 cars. 1 currently driving, 1 is sitting in the backyard. at the end of the month the driver will fail emissions due to eroor code P1259 VTEC system malfunction

The driver is a 1999 Honda Civic EX 2dr manual trans. and from what I can tell it has a d16y8 bottom and a D16y7 head, I could be wrong. The previous owner apparently put jb weld in the vtec holes on the back of the engine near the distributor where I assume is the place the vtec solenoid goes into. The corresponding plug is just hanging and swaying. The engine fuel cuts @ 5300rpm.

Now, I'd like to ask my questions regarding this car in particular. Could I possibly just throw a D16y7 ecu in it and since it won't be looking for vtec it won't give a s*** about the ghettoness? could this ecu be reprogrammed/flashed to not freak out there is no vtec and stop looking for it? Engine swap? our emissions rules will only allow OBD of the same or higher, and I think this is OBD2b so no OBD2a stuff from what I understand.

The 2nd is a 1989 Acura Integra 2dr auto. It has a D16A1 engine from an 88 in it.
Here's this cars story: The original car had transmission problems so I pulled the engine/tranny and bought a used engine and tranny from a guy on craigslist. He sold me his 88 engine/tranny, told me his just needed 2 sensors on his intake manifold, said it need an IACV and i can't recall the other. he said that he was going to drop his project considering his shell needed suspension and a rear hatch. He did try to haggle my shell from me as its in immaculate condition everywhere but the interior, but I needed a car not 600 bucks and his engine and tranny looked clean; fresh timing belt, all the bolt ons, etc. good deal I thought... long story short I bought his and used my IM which I can guarantee was good. The engine ran like s***balls, idk wtf is wrong with that s***. I've tried to re-time it to tears; tested tdc a million times, checked all the sensors, the cams are a bit loose but align pretty damn close. It runs like it's timed 180 out but I'm pretty sure it's not... internal engine and internal tranny problems are beyond my ability, as I said earlier, I'm a dumbs***. Never even got to test out the tranny...

I'm thinking of pulling it all out and unbolting the newerish to me 88 tranny and bolting to my 89 engine (after I reseal it of course because it had an oil leak, but it ran strong just leaked a bit) Maybe I'll have the tranny tested before I waste more time but that costs money. Arghh!!! what would you do?

idk wtf to do guys. I deliver pizza and I need a working car to keep my money rolling in or I'm D-E-D, DEAD! (sic). I have 1000 dollars to work with here. What would you do if you had to deal with this s***bags s***brickpiles?

Just in case you're wondering, I picked them up from auctions, which I'm never doing again... I guess ya live and learn, right?

Here, I think you buy a 99-00 D16Y7 ECU (P2E) for a manual transmission. Does this hybrid engine have a Y8 or Y7 intake manifold and throttle body? Does it have a 3-wire IACV that was converted to a 2-wire one?

Here, I think you buy a 99-00 D16Y7 ECU (P2E) for a manual transmission. Does this hybrid engine have a Y8 or Y7 intake manifold and throttle body? Does it have a 3-wire IACV that was converted to a 2-wire one?
I don't know enough to tell whether its a y7 or y8 IM and/or TB. The IACV currently on there has 2 wires, one yellow with a black stripe and one solid black. I do not see a third wire anywhere. Thank you for the help, those p2e ecu's come from the 99-00 DX's right?

Someone told me they thought that the p75 ecu from the 99-00 integra ls/gs would be the best bet for fixing my situation. will that work?

I took my civic to hasport and the nice guy there took a look at my car. I guess it is a y7 block with a y7 head. it has the y8 intake manifold and ecu and wiring originally from the car. apparently this is an easy fix. i just need the p2e-a00 through p2e-a49 ECU from a 1999 or 2000 Civic DX and the y8 intake manifold off a 99-00 Civic EX with an AUTOMATIC trans. apparently they have a 3 wire IACV that won't freak out the DX's ECU. i just have to run a wire an extra wire from IACV to ECU and I can keep the wiring harness already in there.
