OK on my way to lunch at work I go to my 99 ex and start up and drive off and at the end of the I notice only my fogs are on I preceded to the closest place with light bulbs mind you I work grave yards...... ended up at Walmart had to pull hids and replace with silver stars....... and back at work trying to o change them passenger side goes in good..... driver side would not stay in upon further inspection it is missing the metal clip....... all that for this question where can I get these without buying a new housing

The retainer clip isn't sold apart from the headlights. Either get the clips alone from a junkyard (PLEASE pay for them, otherwise it's theft) or buy a new set of headlights.

Same thing happened to me when I first got my car and i just rigged up electrical tape and zip ties to hold it in place worked good for a month (i forgot about it) until I went to a junk yard and got a new one

This is what I did, so far it's been a year and a half... still holding well!
