I'm not OP, but have the same foglights and have had the same lip:
1) Fog-lights need to be cut into the bumper, if you're looking for a tutorial I can scoop up some links
2) Yes, that 99-00 mugen style lip (for only 1999/2000 Civic front bumpers) requires at least 3m tape and/or drilling screws or rivets.

Yes, you have to cut the holes in the bumper for the lights to mount though. OEM kits come with very detailed instructions (at least mine did). I cannot say if the knockoff kits come with any directions at all as I've never thoched them.
The bumper, yes its a Mugen style front lip. I molded the lip to the bumper using a urethane bond found at most body shops. Smoothed out and we painted it. Its held up very well over the years since doing it in 2005.
**Current update**
Well, I've been having a bit of a crisis of what to do lately. So I traded cars with a friend for the week (last week) to see how I like DD an S2000. This would NOT be THE car as I would never own a yellow or red S. If I look it will be AP1 and not the above listed colors.

Car came home yesterday
Decision, for now I am going to keep my car. I really enjoyed my drive home. Love the S, would have no problem being out and enjoying one but I'm in no way ready to part ways with mine. I have a few things to sort out but I'm happy with my car.
Priority, get rid of my red seats...about over seeing them in my car. Need something that I wont hate looking at...lol. Also I need to get up to the shop to see if my buddy can plug in and check the AC on the chip. All I can figure is that its turned off in the tune because most people delete it. I however am not that guy...lol.
If you are familiar with "Kicklow" he is parting out his EM1. If you dont know the username I'm sure you 'd know the car. He has been around for a very long time. EBP, carbon VIS Vader hood, VIS carbon trunk w/ 96-98 tails, gold Equips...popular pics are def his car in front of Kyoto Japanese restaurant. Anyway, seen here I now carry on his car though mine. Tein hood dampers, Carbing cooling plate and a VTEC solenoid cover.

And I do like the look on SW's but I've been considering selling to get something else. I have a set I like in mind but they are just to expensive to purchase and keep these...lol. I'd love to daily a 15x8 +36ish w/ 225/45 or 225/50. That way if I didnt feel like changing wheels at the track I'd be well set as well.
I like those but I'm leary of buying. Both 1st and 2nd gens have had issues with cracking and breaking, both in street and on the track. Gen 3's havent been out very long so there is no data on if the issues are resolved. The company is awesome and has been providing great support to the wheel owners, even those that have gone outside the recomendations for the wheels. They have been doing a lot of testing and research and I really do hope they have the problem fixed. But until it seems to be sorted out...not going to purchase any.
As you know I sold my CTR mirrors about a week ago. They werent for me, just to big and bulky for me. So I found these locally-ish and picked them up. Only out of pocket cost, $22.25 for gas in my bro-in-law's Pilot
