Civic 97 Problem with OBDII sensor, first speed wiper setting, and "beeping"

Hi guys, I have a problem. I hooked up a volo chip in parallel to my obdii sensor wires that would allow for better gas mileage with the use of an HHO kit. The chip did not work so I removed it. Problem is, I made the stupid mistake of cutting all the wires in parallel leading to the chip all at the same time, therfore, grounding out the OBDii sensor. The ONLY blown fuse I found was the 40 amp under the hood called "option". I replaced the fuse, but the port, wiper speed 1, and the beeping sound when you have the key in the ignition or turn the car on, still do not work! Please help, any sort of advice is welcome. Its a civic dx 97 Thanks =)
