CEL 41 - Primary O2 sensor heater xshoot

I have read the related posts and find no procedure.

I will hunt and test fuse 15.

What else could I test?
How about the O2 sensor heater resistance with a DMM? What would a good resistance read?
How about reading the O2 heater voltage at the engine harness 4p connector? what should it be (well, 12 volts?)
Any other associated tests for first testing?

I remember somewhere that we want to be careful not to short the O2 sensor wires together because it will kill the o2 sensor. I think that was for Porsche 944. Does that hold true for these O2 sensors?

I had 46 ohm resistance at the o2 sensor heater leads (black to black) REF 4p connector Pg 11-140
On the engine harness side I did not indicate dc voltage. (to the heater leads)

Checked fuse 15 good.

Next?

46 Ohms is out of spec, right?
I don't know what spec is or where to find it. As a general rule, I think it should be about right.

What wires did you test and was the key in ON(II)?
I checked at the 4p connector on the engine side to the pins that would connect to the heater wires of the o2 sensor, yes the key was on, engine running

What test result led you to this conclusion?
Pulled the fuse, checked continuity across fuse. Funny, I would have expected to see lights if fuse pulled when car running. 15, middle row under dash, third from the left. 7.5 amp.?

The Ohm reading was out of spec (10-40 Ohms).

What was the wire color in the connector that you tested. How did you do the voltage test?
