I will probably just try another used cluster unless you think there is anything else I can try with this one.

I didn't realize this before but Honda sells the cluster components separately and inexpensively. Part numbers and prices below from Hondapartsunlimited.com for all 96-00 non-Si Civic with manual transmission and tachometer.

I'm going to try just the meter assembly first, because the printed circuit looks good.

Picked the gas/temp gauge up at the local dealer today, it was cheaper than having it shipped. They give me the wholesale price since I am in there all the time. Just installed it and the fuel gauge works correctly now. Thanks for the help.
