Ls swap or rebuild

After months of my car being unable to run after a overheat, I decided to rip it apart, again, and see why it won't start. I'm getting air,fuel, and spark but can't get it to fire up. I've checked the crucial grounds and checked timing. Compression read dry:100 60 110 110 (battery was being jumped while cranking due to faulty battery in civic) cylinder 3 was 40% lower than others so I hope I'll find evidence of culprit.

I have a spare obd0 b18a long block that I could use , however I would want to get it street legal. Could I just get a obd conversion kit and make it obd1 being my civic is obd1?
Also, would I need a new wire harness?
I know I would need to source a transmission,axles, and some motor mounts. Almost forgot the brain
Or should I keep it simple and oem?

Leak down test the cylinder to see where compression is lost before talking about replacing the engine.

Thanks for the replys. I will so some more research, and let you know what I end up doing.

I'm kind of a newbie so sorry for a repetitive topic.
