Fuel tank question ?

Hi i have a 1999 civic 1.5 ls hatchback it says in the manual that the fuel tank is 45 liters and the reserve is 6.5 liters and says nothing about 45l inc or excluding reserve does that mean you effectively have 45l-6.5l = 38.5l from full to reserve or is the total fuel capacity including reserve is 45l+6.5l = 51.5l basically would that 45l tank capacity include or exclude the reserve of 6.5l ?

The manual for my 98 hx says 10 gallon plus .9 reserve making it a 10.9 gallon tank

Your fuel tank, like all US/Canada 96-00 Civics, has an 11.9 gallon (45 liter) capacity.
