Is this normal for a manual transmission?

I've been noticing if I'm in any gear and the car is coasting (foot off gas pedal) when I go to accelerate or just slightly press the gas pedal the car jerks/bucks forward.

I've tried cleaning throttle body and sprayed some silicone on the throttle spring area which seemed to help but not by much.

Is this normal?

Has the car had a full tune up?

Does it jerk / buck at all when taking off from a stop in the manner mentioned?

Yes I tune it up every two years just did one recently.

It does jerk/buck from a stop sometimes depending on how much gas I give in correlation to releasing clutch.

The jerking only happens when I press gas pedal when I'm coasting then instantly goes away. It's not continuously while driving.

Out of curiosity would a throttle cable that's been adjusted to have no slack at the pedal cause this? Or it's just a normal thing regardless

No. But your throttle cable must have some slack.

If the problem is a sticky or notchy throttle pedal, start by cleaning the throttle body. If the problem persists, then replace the throttle cable.

It has a very tiny amount of slack, I removed a lot that was present on the car when I first got it.

Is slack necessary to make sure throttle closes all the way?
