97 civic won't passs emissions

I swapped a B16a obd2a into a 1997 Honda Civic dx obd2a and I ran the ecu that came with the engine but it doesn't pass emissions in America and it only runs 1 o2 sensor, I already did the 3 wire to 2 wire iacv, i added vtec wire into the harness, so I decided to buy usdm 1999 Honda Civic si ecu and I bought a obd2a to obd2b jumper harness from rywire, I still haven't pluged in the secondary o2 sensor but I took it to autozone to check what codes appierd and the dude said that maybe my motherboard fuse was gone cause the machine wouldn't read it, i also tried hitting vtec but it didn't open. Any help?

What exact ECU are you using? Post a picture of the ECU label.

Check whether hood fuse 43 is blown.
The fuse looks good too
Do you install the obd2a to obd2b jumper harness from rywire?

If you jump the service connector, what codes do you find?

Yeah I have to use the rywire jumper harness to connect the new ecu m, and fuse 43 was good, it only showed error

AFAIK (and at least here in NYS, you can't pass inspection if you don't have the secondary o2 sensor plugged in. You'll get a CEL for that or when going for emissions the o2 sensor will read as not ready.

In Georgia it's the same I just haven't put it in because I didn't have a cat, my d series had a catalitic Converter, I'll plug it up now

There's a 2-wire connector above the ECU. Sometimes it's inserted into a blue or green rubber holder. Short it with a paper clip and watch the CEL blink the codes.
Do you know what color the wires are? And are you talking about the green separate plug that comes off the engine harness?

I already got the test pipe and installed it I also put in the secondary o2 sensor and I have a question does it matter to which one the plug goes to like is there a difference between the test pipe and the header o2? I still haven't done what you recommended but 1 thing my radio doesn't work and a friend said that it might be that same dude but I can't find that fuse for the radio
