What do you mean by "maxing out"

Like it wont physically go past 3900rpm or that is just doesn't pull past that certain point....

ok tune up complete and system diagnostic has been complete by a shop...They said some one put the wrong type of distributor on for the car and sending a code P0335 that is why the engine light is on and the rpms are at a cutoff of 3900. I will look into buying a new or used one and get back with progress...sorry for all the other posts just trying to find an answer not trying to irritate anyone or out unnecessary stuff on this forum. My car knowledge is very low..

Did you try a distributor that is actually for your car? What is the check engine light on for? Is it still P0335? Was it even P0335? Who told you it was P0335? You need to address this before you go any further or you won't be progressing with this issue. That check engine light is directly related to why the car is cutting out.
