to answer your question. yes of course you can run 10-12 psi on stock rebuild but only with a great tune. in my situation im running 12psi on complete stock with 100k on the motorwith a great tuned chipped p28 with hondata s200. just dont drive hard, and treat your motor well with lots of oil changes and regular tune ups. but i would strongly recommend to upgrade anyway since youre going to rebuild. rebuilding with aftermarket quality parts will cost just alittle more than oem, but nothign to break the bank.
another thing you should think about is compression ratio. lowering the engines comp ratio will allow you to run higher psi. but when boosting, whp is the goal, not psi.
