Is there any way I can transfer a car title to my name with another buyers name on it

The person on the title needs to legally release interest in the vehicle. This sounds shady. Explain.

The problems is the I don't know that person and is a Texas title

you'd probably have to get a title with the previous owner handing it over to you.

maybe try your local county treasury office / DMV with any questions about it they'd know more than anyone here would be able to help you with

Who did you buy the car from? Go back to that person.

You can, I have sold cars before that didn't have my name on the title. Owned the car for about 3 months, never transferred to me... there is a special form you need in California. This is kinda like what car dealers do, they don't typically put their name on the title, as it costs money.
