so now im thinking 1 inch is not enough but i dont want 2 inches, i am not completely familiar with hondas but what is a good spring that will lower 1.3 inches to 1.6 and can still be used on the stock shock, also i want around the same ride as stock

I think Springs settle. So, you may get a lower drop than advertised. I recommend getting H&R Sport Springs for your needs if you don't want a too aggressive of a drop but want to trim the fender gap a bit. They're the black springs and lower 1.5 - 1.8” on average according to their official website.

http://www.hrsprings.com/products/springs/

They cost $229 shipped from here: http://www.robearracing.com/cat-civic-96-00-springs.cfm

$225 shipped from eBay: http://www.ebay.com/itm/H-R-SPORT-SPRINGS-96-97-98-99-00-HONDA-CIVIC-/260848931707?pt=Motors_Car_Truck_Parts_Accessories&fits=Year:1999|Model:Civic&vxp=mtr&hash=item3cbbced37b
