Here's mine, orange flake that matches my car (almost)
over epoxy primer, then clear-coated.

I used black epoxy primer and clearcoat by SPI (southern polyurethanes inc)
I coverd the black primer with .004' flake by "Kustom" brand.
you can buy their stuff off of Ebay.
And that's it.

SPI makes a really good clear and epoxy.
