I wouldn't consider Chile a third world country. They may not make as much money as WE do, but they aren't poor in their own standards. Your comparing our system to their system, two completely different systems.
And where did most of the people that died from the Tsunami come from? Alaska. To, they too were part of the death of the Earthquake. I'm also sure that not all 700 people who have died in Chile have died from building collapsing on them, I'm sure more than you think have died from natural disasters caused by the Earthquake.
He wasn't comparing us to them, he was suggesting we use some of the techniques that they used building it.

Most people consider NORAD a place. You say NORAD, most people know where that is, you say Cheyenne Mountain, most of the people wouldn't even point it out.
Rioting and stealing will happen everywhere. It happened at New Orleans, it'll happen at any major catastrophe, because you'll a small group (sometimes larger sized) taking advantage of the situation to steal things that aren't needed for survival.
Chile is working with Supermarkets around the country to give food and supplies to people who need it, and from what I've read, not much rioting or stealing has been happening. I have read that some people are breaking in and stealing electronics and appliances, but most are taking food and supplies from Supermarkets.

I wouldn't be so hot on the idea of going back up to a 15th floor either.hey guys. sorry for not having been on cc and seeing this. just about everyone i know is ok, just very shaken up. they've had over 100 aftershocks, most between 4 and 6 on the richter scale. power is still down in a lot of parts of santiago, but surprisingly, internet connections never failed in stgo. my parents called me around 3am my time (5am chile time) right after it happened. they live on the 15th floor so needless to say they haven't been back yet.
my cousin who lives in concepcion is doing alright but i hear her house took some damage. not sure when she's having an engineer check it out.
