There is the (US years) '93-'95 and the '96-'97.
The '93-'95 ones have auxiliary lights next to (further toward the middle of the bumper) the headlights. The '96-'97 do not.
The '93-'95 ones have optional fog lights that fit in black bezels at the bottom of the bumper. The '96-'97 ones have optional fog light that fit at the corners of the front grille, similar to the round lights on the '96-'98 Civics.
You're probably thinking of the '93-'95 del Sols as having "standard fog lights", which they did not. Those would be the round auxilary lights you see. They are not fog lights and even come on automatically with other lighting in other countries (here there are laws about lights displayed on the front at once).
The '96-'97 front end, called the dolphin front, is less common than the '93-'95 front. The optional fog lights, particularly the late model ones, are very rare.
