Is it possible to make a section to post things for sale/trade in your local area? For instance, to be able to post in North East (I'm from Jersey in case my name didn't give it away) that I want to trade wheels locally without it getting deleted or moved to the for sale section?

I don't know, just a thought.

Northeast section has a FS/FT section right in it as a sticky

You should be able to post in your local section, or at least Northeast, I won't move it, but good chance you won't get much response. Honestly best way to sell locally is Craigslist.
