a couple years ago I got pulled over because of my Sylvania Silverstar bulbs, the cop thought I had my high beams on, wtf lol..
now a days, especially where I live almost everybody has HIDs in halogen headlights so I dont know whats the big deal.
I think he just wanted to pull you over... so he used your headlights as an excuse, "i dont know"

HID's have a federal law preventing anyone from equipping a car that didn't come with them from the factory with them.

For example.

Your civic didnt come with HID's. You put them in. Breaking a "federal law", not State. Most inspection shops/state police DONT know this they are just harrassing you because your lights are "too bright"

OP there is a chance that he pulled you over because your headlights were blue, and not yellow/white like they are supposed to be. he may not have noticed that you had HID's until you were already pulled over. lesson learned.
